On March 24, 1975, the Kamenets-Podolsk Higher Military Engineering Command School was named after Marshal of the Engineering Troops Viktor Kondratievich Kharchenko, who was at the forefront of the formation of one of the best military schools of the former USSR.

Unfortunately, two years ago (09/1/2012) this illustrious educational institution was disbanded, and its unique material and educational base was simply destroyed. Some, of course, remained and continue to serve for the training of reserve officers. The very spirit of the military engineer and scientific and technological development have faded into oblivion.

The school deserves a separate book. I will explain it briefly in the article.

After World War II, the development of engineering troops required that the branches of the armed forces have engineering formations that could carry out the most important and most complex tasks of engineering support for combat and operations, taking into account the growing technical equipment, mobility of troops, and the possible use of mass destruction. In turn, the technical re-equipment of the engineering troops required a large number of qualified personnel, whose training took place in a number of specialized military educational institutions (VNZ). These military engineering schools included: Leningrad Military Engineering School (1937-1960), Moscow Military Engineering School (1937-1960), Chernigov Military Engineering School (1940-1943), Borisov Military Engineering School ( 1940-1943), Zlatoust Military Engineering School (1941-1942), Michurinsk Military Engineering School (1941-1942), Tyumen Military Engineering School (1956-1968), Kaliningrad Military Engineering School school (1960-1973), Kamenets-Podolsk military engineering school (1967-1969). The largest number of trained engineering officers occurred in the period 40-70 of the twentieth century. After the reform, which was associated with the lack of need to train a large number of military engineering personnel, the number of educational institutions in this field of training at the end of the 1960s decreased significantly. There were three military engineering schools left, which were later transformed into higher military educational institutions: Kaliningrad, Tyumen and Kamenets-Podolsk.

The Kaliningrad Military Engineering School was created in 1960 as a military engineering school on the basis of the Leningrad and Moscow military engineering schools. In 1965 it acquired the status of a higher military engineering school, and in 1973 the duration of training was set at five years. This military educational institution trained only engineering specialists. This direction of training was due to the need for highly specialized specialists for the engineering troops for the high-quality use and maintenance of new types of engineering weapons and equipment. As of 1990, the Kaliningrad Military Engineering School taught in five specialties: weapons engineering with the qualification of mechanical engineer; electrical engineering equipment with the qualification of electrical engineer; operation of nuclear weapons by engineering troops with the qualification of radio engineer; fortifications with qualification as a civil engineer; operation and repair of radio telemechanics engineering systems with qualification as a radio engineer. After the collapse of the USSR, this university remained part of Russia and was relocated to Nizhny Novgorod and received the name “Nizhny Novgorod Higher Military Engineering School”. Since 1998, the university has become a branch of the Military Engineering University in Moscow.

Tyumen Military Engineering University was created in 1956, and in 1968 it was transformed into a higher command military engineering school. This institution trained engineering specialists in the command profile of training, commanders of engineering units in four specialties with the qualification of an engineer for the operation of engineering weapons vehicles. The list of specialties included the following professions: command-tactical engineering and sapper specialization in controlled mining; command-tactical engineering and technical; command tactical airlift; command-tactical pontoon-bridge. With the collapse of the USSR, the school remained part of Russia and in 1998 was transformed into a branch of the Moscow Military Engineering University.

Military in Kamenets-Podolsk

In 1967, officer training for engineering troops began in Ukraine in the city of Kamenets-Podolsky. This began with the order of the USSR Minister of Defense No. 011 (January 1967) on the formation of a military engineering school with staff No. 17/711. On February 20, 1967, Colonel Vasily Ermakov was appointed head of the school. In the summer, officers began to arrive - the deputy head of the school for technical affairs, Nikolai Klimenko, deputy. for academic affairs p. Yakov Kriksunov, deputy. in the rear of the p/p-k Ivan Shcherbina, chief of finance captain Vasily Slobodyanyuk and others. A total of 15 people.

The school management took over the property and affairs from the head of the artillery division, who was located here before. As Pavel Makarsky (the first commander of the cadet company) recalls, even before the arrival of the cadets, the formation of a battalion to support the educational process began from 25 recruits from Kamenets and the region. At that time, there were only two pre-war barracks on the territory, a small canteen and a medical unit; on the site of today’s parade ground there was grass and goats grazed. Gradually they began to settle in, construction of educational buildings, cafes, equipment for a training ground, and a drill ground began.

On October 2, 1967, on behalf of the Presidium of the Supreme Soviet of the USSR, member of the military council - beginning. Political Directorate of the PrikVO Colonel General Maltsev presented the Kamenets-Podolsk Military Engineering School with a battle flag. The banner was brought to the school in the spring of 1967 under guard from Lvov by Andrei Ishchenko, deputy head of the school’s political department. After the last graduation of the school cadets (June 16, 1995), the banner was transferred to the archives. It was replaced by a Ukrainian-style banner.

The training ground for practical training was equipped on the site of the population's vegetable gardens and a former tank and artillery shooting range. Artificial ponds were also built at the site.

The car park was also built on a swampy area, where the bushes grew taller than their heads. At first, former stables were used for training for the cadets (later medical warehouses were equipped there). The stables were partitioned off with plywood walls. It turned out something like classes.

In emergency mode, the construction of boxes for equipment began, because In winter, for practical training, it had to be broken off from the frozen ground with crowbars. It should be said that the training ground, like all other objects, was built by the cadets themselves, during breaks between classes. And sometimes tests were taken simply in the open air.

As of September 1967, two engineer-sapper battalions and one road cadet battalion were created within the structure of the school. At the same time, nine cycles (departments) were formed, in particular: socio-economic disciplines, engineering and tactical training, combined arms disciplines, engineering weapons vehicles, engineering obstacles and demolition, crossings and bridges, fortification and camouflage, road, general education disciplines , as well as a battalion for supporting the educational process. During this period, two courses were recruited: the first course was recruited at the established military educational institution, and the second course was recruited from among three companies that arrived from the Tyumen Military Engineering School. In January 1968, by order of the USSR Minister of Defense No. 019 and General Staff Directive No. ORG 6/86628 dated January 14, 1969, the school was renamed into a higher military engineering command school with a four-year training period. In the same year, the first graduation of officers was made. Following the new staff No. 17/908, approved by the Chief of the General Staff on April 30, 1969, the number of cadet battalions was increased to four, and each battalion was supplemented with road specialty companies. Retraining of reserve officers began, for which retraining courses were created accordingly. In 1975, by the directive of the General Staff No. 314/10/0914 of July 17, 1975, the General Staff of the Ground Forces No. 453/1/0881 of August 8, 1975, and the directive of the headquarters of the Carpathian Military District No. 15/1/01415 of August 19 .1975 the Department of Physical Training and Sports was created.

The high marks regarding the educational process that the school received for a long time made it possible to assign it the name of Marshal of the Engineering Troops V.K. Kharchenko. (Resolution of the Council of Ministers of the USSR No. 184 of March 7, 1975 and order of the Minister of Defense of the USSR No. 75 of March 24, 1975).

The training of officers was carried out according to the command profile and the following specialties: command tactical engineer-sapper, command tactical engineer-technical and specialization engineer-sapper of the airborne troops (each company had one airborne platoon).

In the fire of war

With the beginning of the Afghan war (1979-1989), the engineering troops had to carry out one of the most difficult tasks: ensuring the passage of columns, protecting strongholds, providing units with water, but most importantly, combating the danger of mines. Many graduates of the school went through the crucible of this war, and 37 of them died. Their names are immortalized on a memorial complex on the territory of the school. One of the officers was seriously wounded, and two were shell-shocked. Fortunately, Colonels Sergei Zubarevsky, Vladimir Perizhnyak, Mikhail Neroba, Oleksiy and Sergei Tverdokhleb (the latter works as a teacher at the Kamenets-Podolsk Military Lyceum), Lieutenant Colonels Yuriy Galyan, Vyacheslav Zhurba (serving in the Center) returned alive from the Afghan war and are still in service today. demining), Alexey Osadchiy, Major Gennady Stavniychuk, Art. Warrant Officer Galina Petlevanaya (employee of the medical unit).

During the years of independence

After the collapse of the USSR, the starting document regarding the creation of the Armed Forces of Ukraine, including engineering troops, was the Act of Declaration of Independence of Ukraine. On August 31, 1993, the Military Engineering Faculty (VIF) was formed at the Kamenets-Podolsk Agricultural Institute. The involvement of the scientific and pedagogical staff of a civilian university provided, of course, the opportunity to undergo accreditation and carry out training at a higher-quality civilian educational level, namely: bachelor, specialist, military tactical and operational-tactical educational levels, which was not the case at the previous higher military command school. But, in essence, it was from this that the gradual process of collapse of a powerful military educational institution began, which ended in December 2012. In 1996, the training of officers at the Kamenets-Podolsk Higher Military Command School was completed in connection with its liquidation.

Based on the resolution of the Cabinet of Ministers of Ukraine No. 64 of January 21, 1998 “On the reorganization of the military training department of the Kyiv National University. Taras Shevchenko and VIF at the Podolsk State Agrarian-Technical Academy (as the former agricultural institute began to be called), by order of the Minister of Ukraine for Emergency Situations and for the Protection of the Population from the Consequences of the Chernobyl Disaster dated May 12, 1998 No. 197/139, from August 1 the faculty was reorganized to the Military Engineering Institute at the Podolsk State Agrarian-Technical Academy.

The Military Engineering Institute of the Podolsk State Agrarian-Technical Academy was intended to carry out training, education and professional training of officers of the operational-tactical direction of training in the specialty “Organization of combat and operational support for troops (forces)” - for the Ministry of Emergency Situations of Ukraine; officers of the tactical direction of training in the specialties “Armament and equipment of engineering troops” and “Combat use and control of the actions of units (units, formations) of the Ground Forces” - for the Ministry of Defense of Ukraine, the Ministry of Emergency Situations of Ukraine, the Ministry of Internal Affairs of Ukraine, the Committee for the Protection of the State Border of Ukraine and other security forces state structures; adjunct officers in the following specialties: “Military art”, “Engineering equipment of theaters of military operations”, “Armament and military equipment”; reserve officers - specialists of engineering troops from among students of the Podolsk State Agrotechnical Academy, Podolsk State Pedagogical University in ten specialties; warrant officers - specialists of engineering troops; qualified soldiers in twenty-four working specialties for engineering troops; foreign military personnel of all categories, specializing as officers at the tactical level of training; Level 1 and 2 mine clearance specialists; sappers and sapper-reconnaissance units of peacekeeping units; fortification specialists; canine crews of mine-detecting dogs; training and retraining of military specialists of the Ministry of Defense and other law enforcement agencies in the specialty “Combat use and control of the actions of units (units, formations) of the Ground Forces.” The institute trained specialists in mine clearance for the peacekeeping contingent of the United Nations missions in Lebanon.

A number of new structures were created at the institute, namely: the Mine Action Center, where mine action specialists were trained and retrained, and reserve officers are trained in reserve officer training courses.

The material and technical support for the educational process became weaker every year, while in the former K-PVVIKU the opposite situation was observed due to better funding. There was also a noticeable difference in the quality of the scientific and teaching staff. Thus, in 1989, there were 26 candidates of sciences at K-PVVIKU, of which 16 were officers, and in 2000 the institute had only 4 of its own. To increase the number of highly qualified scientific and pedagogical personnel, an adjunct course was created at the institute in 1999. Since 2010, the Institute was turned into a military faculty at the National University. Ivan Ogienko. At the same time, new problems arose in the educational process. So, at the university there were no specialists in mathematics (everyone at the school was fired) for a technical university: the university is a humanities university, and the cadets receive a technical education. University teachers began to introduce their own assessment rules; they did not understand the specifics of the military (outfits, field trips, night classes).
Two years later, on September 1, 2012, the military faculty ceased to exist. The cadets were transferred to Lviv to the Academy of the Ukrainian Ground Forces. Most of the teachers were retired, although they could have worked for a long time and fruitfully. The sergeant training college and training for soldiers were transferred to other places. They wanted to move the Mine Demining Center along with the dog handlers to Lvov, but they left it there.

Over the more than 40-year history of the school, about 16 thousand officers were trained, 160 people received gold medals, and hundreds of foreign specialists from Ethiopia, France, China, Moldova, and Turkmenistan were trained.

The Kamenets-Podolsk School was the basic training center for preparation for peacekeeping missions. Its specialists carried out missions in Angola, Lebanon, Kosovo, Sierra Leone, Iraq and Yugoslavia. On the basis of the school, under the command of Colonel Anatoly Okipnyak, a unified system in Ukraine for training divers of all levels to perform robots on various types of reservoirs was developed...

On the territory of the school today there is a department for training reserve officers, a mine clearance center, a military lyceum and the 11th crossing and bridge battalion formed on September 1, 2012.

Instead of a conclusion

The transfer of cadets to Lviv evokes negative feelings. Before this decision, combat officers and reserve officers were trained on the basis of the school, a college for engineering sergeants was opened, and a training program was in operation. In addition, there is a military lyceum on the territory. It would seem that a coherent system for training specialists in the engineering troops (from soldier to adjunct) has developed, there is an excellent material and technical base, which all foreign guests were surprised by (despite the fact that it was half (!!!) of what it was during the Union) . Learn and serve. No, everything had to be destroyed, taken away, and the specialists retired. Supporters of closing the school talk about the need to unite military universities, and that for such a number of cadets (about 100 people) it is too wasteful to maintain such a territory and such personnel. But the point, it seems, is not in the cadets, but in the redistribution of finances. I would like to say with bitterness that in Lvov there is no normal material base and a training ground for officers of the engineering troops, and there is a lack of teaching aids. The engineering camp at the training ground is good for motorized riflemen, tank crews, and artillerymen, but it is problematic to train highly qualified engineering officers there! It takes almost an hour for cadets to get to the training site. In Kamenets it took no more than 10-15 minutes. It should also be added here that the engineering technology that the cadets must study is located 40 km from Lviv. And the future professionals themselves study it from the posters. The only track-laying machine BAT-2 that was at the Academy of Ground Forces took the whole night to start up!.. So what kind of specialists will we train? Why did everything have to fall apart? Why not leave everything in place and create an Engineering Troops Center on the basis of the school? And to train specialists at all levels, to develop and test new engineering equipment, including robots for mine clearance (for this purpose there were departments of “Operation and repair of engineering weapons vehicles” and “Engineering machines”).

It seems that the army was deliberately destroyed. And they didn’t think about the fact that we might no longer have engineering troops capable of efficiently solving the entire range of combat engineering support tasks (with the latest events in Crimea, equipment for crossings, in particular PMP fleets, was pulled in from all over the country). Then, perhaps, we will come to our senses and begin to revive the engineering troops, but there will be no more specialists. This is the best case scenario. And in the worst case, as always, we will adopt foreign, NATO experience and say: oh, how smart they are! But, hand on heart, let’s say that we have more experience in training engineering specialists and in conducting engineering activities than NATO troops. More yet...

P.S. Our military school is the only one of the military universities of the former USSR that the Voice of America spoke about. Somewhere in the early 1980s. years, a fight broke out between cadets and civilians. Everything was banal, as always. At the dance, they either didn’t share the girl, or someone said the wrong thing. In general, two cadets were beaten. They returned to the barracks, the entire company stood up and moved “self-propelled” to the dance floor. Belts in hand... and off we go. The next day, the Voice of America announced to the whole world that “General Ermakov’s thugs brutally beat civilians.” Although there was a fight, of which there were plenty everywhere back then.

Maybe we didn’t manage to tell everything as we wanted, but I think we managed to convey the understanding of which university was destroyed. The school museum is now closed. Therefore, I would be grateful to all those who were related to the Kamenets-Podolsk Military Engineering Command School for additional information (memories, photos).

Procedure for enrolling candidates

Candidates who have passed the professional selection are included in the competition lists and, based on the results of the competition, are enrolled in the school.

When compiling competition lists, the following are taken into account:

  • category of professional suitability (a candidate with a lower category has priority when placed on the competitive list);
  • the sum of points that determines the level of general educational preparedness (points for each subject of entrance examinations are summed up (mathematics (major level), physics, Russian language), level of physical fitness) and points awarded to the candidate for individual achievements.

The results of entrance examinations are assessed on a 100-point scale.

Candidates who did not pass the professional selection, who did not appear for the professional selection without a valid reason, who refused to enter the school after the start of the professional selection, as well as candidates who were denied further professional selection due to lack of discipline, are eliminated from the competition and are not enrolled in the school.

If there are vacancies in the 2nd year of the school, citizens who have completed the first years of educational institutions of higher education and are enrolled as cadets to study in the field of training (specialty) in which they studied, have the right to transfer to the 2nd year, after completing combined arms training and accepting them Military oath taking into account the re-crediting of academic disciplines.

Candidates who do not arrive at the place of professional selection at the school at the established time for a valid reason are allowed to participate in the professional selection only if they can pass the professional selection in accordance with its schedule.

Repeated professional selection events with a candidate are not allowed.

IV. REQUIREMENTS FOR CANDIDATES WHEN PASSING PROFESSIONAL SELECTION

Determining the suitability of candidates for admission to school based on health conditions

Citizens who do not serve in the military and enter the school undergo preliminary and final examination. The examination is carried out at the direction of the military commissar. For a citizen entering the school, before the examination, a medical examination card of the citizen entering the school is issued at the military commissariat and the following is carried out:

  • fluorographic (x-ray) examination of the chest organs in two projections (if it has not been carried out or there is no information about this examination in medical documents within the last 6 months);
  • radiography of the paranasal sinuses;
  • ECG examination at rest and after exercise;
  • general blood analysis;
  • studies for the presence of HIV infection, drugs and serological reactions to syphilis;
  • general urine analysis.

Citizens entering the school are not sent for examination if, according to the information of state and municipal health care institutions, they have chronic diseases or obvious physical disabilities that are contraindications for admission to the school.

For a military personnel entering a military educational institution, before the examination in a military unit begins, a medical examination card of a citizen entering the school is issued and research is carried out. Military personnel are sent for examination with a medical record, which must reflect the results of annual in-depth and control medical examinations, requests for medical help, a medical examination card of a citizen entering the school and the results of research. If a serviceman entering a military educational institution does not have a medical record, an examination is not carried out. According to the conclusion of the Military Medical Commission, to clarify the diagnosis of the disease, the serviceman may be sent for examination to a military medical institution. Military personnel who have a disease for which the disease schedule provides for an individual assessment of the category of fitness for military service or temporary unfitness for military service are considered unfit for admission to school.

Based on the results of an examination of a citizen entering a school, a specialist doctor makes a conclusion only about the suitability or unsuitability of the citizen to enter the school. If a disease is identified in which the schedule of diseases (Resolution of the Government of the Russian Federation of July 4, 2013 No. 565 “On approval of the Regulations on military medical examination”) provides for limited suitability for military service or unfitness for military service, a conclusion is made about unfitness for entering the military service. educational institution and the need for examination and examination at the place of military service (place of military registration) to determine the category of suitability for military service.

Determining the professional suitability of candidates for studying at the school is carried out in 2 stages: socio-psychological study; psychological and psychophysiological examination.

Social and psychological study is carried out using the following main methods: study of documents (analysis of personal file materials), observation, survey (conversation) and involves assessment:

  • conditions of education and personal development;
  • military-professional orientation;
  • general educational preparedness;
  • analysis of the motives for choosing the profession of an officer;
  • features of communication and behavior in a team.

The socio-psychological study is carried out in the form of an oral interview. The duration of the interview is up to 2 academic hours.

The main method of psychological and psychophysiological examination is a professional psychological test (testing) using technical means of professional selection.

Testing is carried out in written form. The duration of the examination is 4 academic hours.

Psychological and psychophysiological examination allows you to evaluate:

Level of general intellectual development (based on the study of the characteristics of cognitive mental processes: sensation, perception, memory, thinking, attention).

Professionally important qualities and special abilities necessary for the practical performance of a specific professional activity.

Personal adaptation potential, including communication abilities, moral normativity, level of behavioral regulation.

Assessing the level of physical fitness of candidates

The level of physical fitness of candidates is checked using three exercises:

  • pull-up on the bar;
  • 100 meter run;
  • run 3 kilometers.

All standards are submitted on the same day. The dress code is sports. Recommendations to candidates for successfully passing the standards specified in the program. In preparation for passing the 100-meter running standards, regular training is recommended:

Repeatedly running segments of 30-34 meters at an average speed;

  • running with acceleration over a distance of 60 meters;
  • taking the correct position according to the commands “To start!” and "Attention";
  • starts up to 20 meters without a team;
  • group starts at 20-30 meters;
  • 100 meter running training.

It is recommended to prepare for passing the 3-kilometer running standard using the following method:

  • Jog daily for up to 20-30 minutes. It is permissible to alternate running with fast walking. The intensity of the load can be controlled by heart rate. After completing the exercise there should be 140-160 beats per minute;
  • try using the so-called interval training method. It consists of repeatedly running segments of 400-800 meters and alternating them with jogging, while the heart rate after performing the exercise should be 160-180 beats per minute;
  • Run 3 kilometers for a time once a week.

When preparing to pass the standards for pull-ups on the bar, you must include in your training:

  • pull-ups on the bar with a narrow and wide grip;
  • raising straight legs to the bar;
  • bending the body back from a position sitting on a bench;
  • exercises with dumbbells and barbells.

Grading Criteria

Each exercise is assessed on a 100-point scale, the final assessment of the candidate’s physical fitness is the sum of points scored for completing three exercises.

The minimum threshold level in one exercise is 26 points.

A candidate who does not score 26 points in one of the three tested exercises is not allowed to participate in the competition and is sent to the military commissariat at his place of residence.

The procedure for converting exercise results into points is given in Table 7.
